Dear Mr President:

I have been privileged to serve as our country's 26th Secretary of Defense which has allowed me to serve alongside our men and women of the Department in defense of our citizens and our ideals.

I am proud of the progress that has been made over the past two years on some of the key goals articulated in our National Defense Strategy: putting the Department on a more sound budgetary footing, improving readiness and lethality in our forces, and reforming the Department's business practices for greater performance. Our troops continue to provide the capabilities needed to prevail in conflict and sustain strong US global influence.

One core belief I have always held is that our strength as a nation is inextricably linked to the strength of our unique and comprehensive system of alliances and partnerships. While the US remains the indispensable nation in the free world, we cannot protect our interests or serve that role effectively without maintaining strong alliances and showing respect to those allies. Like you, I have said from the beginning that the armed forces of the United States should not be the policeman of the world. Instead, we must use all tools of American power to provide for the common defense, including providing effective leadership to our alliances. 29 democracies demonstrated that strength in their commitment to fighting alongside us following the 9-11 attack on America. The Defeat-ISIS coalition of 74 nations is further proof.

Similarly, I believe we must be resolute and unambiguous in our approach to those countries whose strategic interests are increasingly in tension with ours. It is clear that China and Russia, for example, want to shape a world consistent with their authoritarian model gaining veto authority over other nations' economic, diplomatic, and security decisions to promote their own interests at the expense of their neighbors, America and our allies. That is why we must use all the tools of American power to provide for the common defense.

My views on treating allies with respect and also being clear-eyed about both malign actors and strategic competitors are strongly held and informed by over four decades of immersion in these issues. We must do everything possible to advance an international order that is most conducive to our security, prosperity and values, and we are strengthened in this effort by the solidarity of our alliances.

Because you have the right to have a Secretary of Defense whose views are better aligned with yours on these and other subjects, I believe it is right for me to step down from my position. The end date for my tenure is February 28, 2019, a date that should allow sufficient time for a successor to be nominated and confirmed as well as to make sure the Department's interests are properly articulated and protected at upcoming events to include Congressional posture hearings and the NATO Defense Ministerial meeting in February. Further, that a full transition to a new Secretary of Defense occurs well in advance of the transition of Chairman of the Joint Chiefs of Staff in September in order to ensure stability within the Department.

I pledge my full effort to a smooth transition that ensures the needs and interests of the 2.15 million Service Members and 732,079 civilians receive undistracted attention of the Department at all times so that they can fulfill their critical, round-the-clock mission to protect the American people.

본인은 미국의 제26대 국방부 장관으로 미국 국민들의 안전을 보호하고 그들이 추구하는 이상을 수호하는 직무를 수행하는 국방부의 남녀 직원들과 함께 근무하는 특전을 누렸습니다. 

본인은 지난 2년 사이에 미국이 국방계획에서 설정했던 몇 가지 주요 목표를 달성하는 과정에서 이룩한 진전에 대하여 긍지를 느낍니다. 그 과정에서 본인은 국방부 예산의 보다 충실한 건전성을 확보했고 미군의 임전태세와 파괴력을 향상시켰으며 국방부 업무추진의 효율성을 증진시킬 수 있었습니다. 미군은 여전히 분쟁에 효율적으로 대처하고 있고 세계적으로 강력한 군사적 태세를 유지하고 있습니다. 

본인의 일관된 핵심적 신념의 하나는 미국의 국방력은 미국이 유지해 온 독특하고도 포괄적인 동맹국들과의 협력관계로 맺어져 있다는 것이었습니다. 미국은 여전히 자유세계에서 불가결의 존재이지만 우방들과 강력한 동맹관계를 유지하여야 합니다. 동맹국들을 존중하지 않고는 국가이익 수호와  미국에게 주어진 역할을 수행하는 것이 불가능하다라는 것이 본인의 소신입니다. 귀하와 마찬가지로 본인도 처음부터 미국이 세계 경찰의 역할을 수행할 수는 없다고 말해 왔습니다. 미국이 해야 할 일은 그 것보다도 미국이 보유하는 모든 국력을 사용하여 맹방들을 효과적으로 이끌면서 공동 방위를 추구해야 한다는 것이 일관된 생각이었습니다. 미국이 겪었던 9·11 사태 이후 나토의 29개 회원국들은 공동 전선을 구축하여 미국과 함께 투쟁해 왔습니다. 최근 ISIS(이슬람 국가)에 대하여 74개국이 다국적군을 구성하여 대처하고 있는 것이 바로 그 증거입니다. 

본인은 미국 및 미국의 우방들에 대하여 날이 갈수록 적대관계를 심화시키고 있는 나라들에 대해서는 단호하고 분명한 태도로 대처해야 한다고 믿고 있습니다. 예컨대 중국과 러시아는 세계를 그들의 독재체제와 부합되는 체제로 변화시키겠다는 일념으로 경제, 외교 및 안보 정책 결정과 관련하여 다른 나라들의 주권 행사에 거부권을 행사하려 할 뿐 아니라 그들의 인접국가는 물론 미국과 미국의 동맹국들의 국가이익을 해치면서 자신들의 국가이익을 추구하고 있습니다. 바로 이 때문에 미국은 보유하는 모든 군사력을 활용하여 맹방들과 공동 전선을 구축해야 한다는 것이 본인의 신념입니다. 

동맹들과의 관계를 존중하면서 미국에 대해 악의를 품거나 전략적 적대관계에 있는 국가들에 대한 고도의 경계심을 유지해야 한다는 본인의 소신은 40년 이상의 긴 세월 동안 이들 문제들을 직접 다루어 오는 과정에서 형성된 것입니다. 본인은 미국은 모든 가능한 수단을 동원하여 미국의 안전과 번영 그리고 가치를 유지하는 데 도움이 되는 국제적 질서를 추구해야 하며 그렇게 하기 위한 전략으로 동맹국들과의 단결을 강화해 나가야 한다고 확신하고 있습니다. 

이들 문제에 관하여 본인보다 더 귀하와 견해를 함께 하는 인물을 국방부 장관으로 선택하는 것은 귀하의 권리입니다. 그렇기 때문에 이제 본인은 본인이 국방부장관 자리에서 물러날 때가 되었다고 결심하기에 이르렀습니다. 본인은 2019년 2월28일까지만 국방부장관 자리에 머물러 있으려고 합니다. 그 이유는 본인의 후계자가 선임되어서 상원의 인준을 받을 뿐 아니라 국방부가 내년 2월로 예정되고 있는 국방부 국방태세 보고서에 관한 의회 청문회와 나토 국방부장관 회의를 차질 없게 준비할 수 있도록 하기 위해서는 그 정도의 시간이 필요할 것이라고 생각되기 때문입니다. 뿐만 아니라, 국방부 업무의 계속성을 확보하기 위해서는 내년 9월로 예정된 합동 참모부 의장 교체까지 충분한 시간적 여유를 두고 국방부 장관의 교체가 이루어지는 것이 필요할 것이라는 것이 본인의 생각입니다. 

본인은 국방부 장관직의 원만한 인수인계가 이루어지도록 하는 데 최선의 노력을 다 함으로써 215만 미군이 필요로 하는 것을 충족시키는 것은 물론 73만2079명의 국방부 직원들이 매일 24시간 미국민들의 생명과 안전을 보호하는 막중한 직무를 수행하는 데 조금도 차질이 없도록 하겠다는 것을 약속드립니다. 

본인은 그 동안 국가와 군복을 입는 남녀 장병들을 위하여 봉사할 수 있는 기회를 가질 수 있었던 데 대하여 대단히 감사하게 생각합니다.
